Success of the municipal reform largely depends on preparation of local administrative staff, said Farid Mukhametshin, opening a new cycle of advanced training courses for the Tatarstan local executives.
The seminar “Challenges of developing local government in the Republic of Tatarstan” brought together deputy heads of municipal and urban districts of Tatarstan. The courses are organized by the Presidential Administration, State Council and Kazan Federal University.
Faird Mukhametshin said that with the successful election campaign and renewal of the local authorities, the issue of their further training had again become urgent. “Today in Tatarstan, we have a unique situation – almost all levels and branches of power have been renewed. The United Russia has again confirmed its credentials,” he said, “This gives us a chance to concert our efforts and solve most urgent challenges.”
“For the last five years municipal authorities, closest to people, have done well,” the parliament speaker said, “People have trusted you. It is also proved by the fact that the elections turnout was significantly higher than before. Today in our republic, the municipal authorities institution is increasingly in demand.”
Success of the municipal reform largely depends on preparation of local administrative staff, including their training in the fields of law, economics and finances. “So far legal preparation of local officials leaves much to be desired,” Farid Mukhametshin said, “Unfortunately, it is so weak that prosecutor’s office has to react and pass their resolutions on municipal legal acts.” In his opinion, it results also in the lack of initiative from local councils: every year Tatarstan municipal districts with the right of legislative initiative submit to the State Council as few as 5-6 republican bills. “There are no little things in legislation. So it’s your task to stimulate local deputies’ activity,” Farid Mukhametshin told the participants of the seminar.
Chairman of the State Council also pointed out another important thing: people express growing discontent with the work of homeowners associations and managing companies. “Few municipalities act in close coordination with them,” he said.
Farid Mukhametshin emphasized the importance of such seminars for municipal officials with the view to ambitious tasks they will meet in the near future.
