Today, a regular meeting of the working group on drafting amendments to the Russian Constitution was held in Moscow. Chairman of the State Council of the Republic of Tatarstan, member of the working group Farid Mukhametshin proposed a number of initiatives.
He pointed out the need to strengthen the role of regional Constitutional and Charter Courts and expand the financial capabilities of local authorities.
“Local authorities have certain powers, but do not have finances to implement them. Therefore, it is important to expand the tax base so that to make them be interested in resolving issues within their own territory”, he stressed.
The Speaker also noted that, according to the Federal Law, names of regional legislative government bodies cannot duplicate the names of federal ones. Legislative authorities of six Russian regions are called State Councils. Since the State Council of the Russian Federation will perform important state political functions, Farid Mukhametshin suggested to consider the matter.
