The opening ceremony took place on October 12, 2006. 10 years ago first Tatarstan President Mintimer Shaimiev, Parliament Speaker Farid Mukhametshin and Premier Rustam Minnikhanov cut the symbolic ribbon in front of the Plenary Chamber Hall.
Chair of the Parliament Farid Mukhametshin then pointed out that it was a historical event, as the previous chamber had been built in Soviet times. "Many people might feel nostalgia for the old chamber where life-changing decisions were taken - Declaration on State sovereignty, Tatarstan Constitution - and debates on the future of our republic took place. I think, the parliament members will keep traditions and responsibility in the new chamber as well," he said.
The new center equipped at a state-of-the-art level is still an example of parliamentary work organization. It consists of the Plenary chamber with the system of live TV, radio and internet broadcasts, simultaneous translation, library museum, chamber for meeting of foreign delegations, TV complex, premises for journalists. There is a portrait gallery of all those who chaired the legislature since 1920s in the Plenary Chamber Hall.
Foreign delegations and Tatarstan citizens, students of various universities and colleges regularly visit the Parliamentary center. The TV complex of the Tatarstan parliament won the competition of parliamentary projects of the Federation Council of the Federal Assembly of the Russian Federation.
