On March 30 Tatarstan Parliament Speaker Farid Mukhametshin held the 46th meeting of the Association of legislative (representative) bodies of state power of regions of the Volga Federal District of Russia. The event was held in Saratov.
Prior to the session, heads of regional parliaments paid tribute to the heroes of the Great Patriotic War and laid flowers at the Eternal Flame at Mount Sokolova, visited the Museum of Military and Labor Glory. Then members visited the social and cultural facilities of Saratov, particularly, the clinical perinatal center, comprehensive regional youth sports adaptive school “Rehabilitation and Physical Culture”.
During the plenary session Farid Mukhametshin touched upon the key issues of the Association’s agenda – State Duma elections and combating extremism. Farid Mukhametshin underlined that amid difficult economic situation, the Russian regions should focus more on the implementation of innovative technologies, reforming of the production industries and searching for new innovative approaches, rather than on finances from Industry Development Fund.
Farid Mukhametshin went on saying that at present regions spend over 70 percent of their budgets on social needs, which turns them into a sort of “Social Security Departments”. He urged his colleagues to consider this problem and come up with more legislative initiatives.
Also, the Head of the Tatarstan Parliament expressed concern over the growing divorce statistics. According to him over forty percent of marriages end in divorce. Tatarstan authorities suggested toughening the responsibilities of couples, but this proposal hadn’t yet been supported. Farid Mukhametshin believes that growing number of divorces, especially among one-year married couples, speaks about degradation of the population and lack of spirituality.
After the session, Farid Mukhametshin met with journalists. He noted the progress of the health promotion programs of the Saratov region, which, in his opinion, are one of the most important factors of a successful social policy of any region.
