Tatarstan marks 20th anniversary of 1994 Treaty between the Russian Federation and Republic of Tatarstan

Tomorrow Tatarstan Republic celebrates the 20th anniversary of the Treaty, which in fact marked the beginning of a new historical stage of federalism in Russia.


The bilateral Treaty “On delimitation of jurisdictions and mutual delegation of authorities between the state bodies of the Russian Federation and Republic of Tatarstan” was signed on February 15, 1994 in Moscow. This event was of great importance to the republic as it helped to create new format of relations with the federal center. As a reminder, the second Treaty on the delimitation of powers was signed in 2007 by Russian President Vladimir Putin.

Today, the republican parliament hosted a “round table” dedicated to the historical heritage of the Treaty and its significant role nowadays. The meeting led by Chairman of the State Council Farid Mukhametshin was attended by republican parliamentarians, the State Duma MPs, representatives of the Tatarstan Government, prominent scholars, political scientists and lawyers. Several participants of the meeting had been directly involved in the drafting of the treaty. They kindly shared interesting facts and events of that time.

“Notable, that those 20 years were enough for a new modern Russia to assess the role and significance of this historical document. I believe the value of the treaty will only be growing with each passing year. Signing this treaty had been a very serious political step which helped to preserve the federal structure of our country,” Farid Mukhametshin said.

He added that 2007 Treaty on delimitation of jurisdictions and authorities between the state bodies of the Russian Federation and Republic of Tatarstan became not only an important element in establishing Russian federalism, but also a national idea, uniting people of Tatarstan on the basis of trust and mutual understanding.
